Press freedom in Luxembourg: a wake-up call on a strategic democratic asset

In a country where media is, in principle, largely free, what explains this decline? RSF points to limited access to public information, the close ties between media, political, and economic power, and the difficulty of maintaining genuine editorial independence in a small market — all of which can dampen open, critical expression.

A strategic warning. Why? Because democracy is not only measured by the laws on the books, but by how transparently institutions explain, justify, and make themselves accountable. In a world saturated with both information and disinformation, free and timely access to public data is not a luxury for journalists - it is a pillar of institutional credibility. Enhancing institutional openness and easing access to public data means investing in the quality of democratic discourse.

Press freedom is a foundation of political stability. A media landscape able to act as a counterweight to power, without constraint or self-censorship, strengthens public trust in institutions.

Here, the State has a critical role: not just protecting press freedom, but actively structuring transparency mechanisms, ensuring editorial independence through reimagined public support, and fostering diverse and resilient media business models.

What Luxembourg stands to lose (and must defend)

Some might wonder - does a drop of two places really matter? The answer is yes. Because in a global climate where press freedom is at a “historical low,” according to RSF, any regression within a democracy sends a symbolic win to authoritarian regimes. Luxembourg has a key role to play in Europe, not least by leading by example. That responsibility must go beyond legislation; it requires a strategic, long-term vision for public communication.

Press freedom is an investment in democratic resilience. Like any investment, it demands bold decisions, clear trade-offs, and a willingness to listen to those who hold up the mirror to society.
